Enhancing the role of the Federal Customs Service as of a subject ensuring the state environmental security
The perspective model of organizational and legal system of the Federal Customs Service and its further development in the sphere of ensuring ecological security of the Russian Federation is presented in the article. Based on the analysis of the content of the Federal Law Draft «On Amendments to Certain Legislative Acts of the Russian Federation caused by improvement of the Russian Federation border crossing system». The authors formulate proposals to reform the customs authority as a subject ensuring the environmental security of Russia.

Problematic issues of expanding authorities of the head of inquest body of the Federal Customs Service of Russia
The article is devoted to some actual issues dealing with the range of legal regulation of responsibilities of a head (or a deputy head) of an inquest body of the Federal Customs Service of Russia. The main attention is paid to the analysis of legal norms of procedural criminal Code of the Russian Federation, subordinate legislation and its application experience. Based on the results of the above analysis a new redaction of article 40.2 of procedural criminal Code of the Russian Federation.

The possibility of applying indicators used in technical diagnosis and reliability theory in order to evaluate the effectiveness of customs control and to take into account the error factor is under consideration. The choice of customs control objects is made with the help of risk management system.

Customs declaring by a customs representative: some issues of law enforcement
The norms of customs law regulating the process of declaring by a customs representative as well as law-enforcement practice are considered in the article. The carried-out analysis showed that the stated mechanism of filling the form of customs declaration by a customs representative has no necessary explanations in the administrative legal field of the Russian Federation and has to be amended to prevent mistakes while filling in customs declarations.
